Maritime Workforce Equity Pipeline 🌊

The Maritime Workforce Equity Pipeline is a new initiative led by TMA BlueTech to expand access to high quality careers across the maritime and Blue Economy sectors. As global trade, national security, and climate resilience increasingly depend on maritime industries, Southern California faces a growing need for skilled workers across ship repair, port operations, clean maritime technologies, and ocean innovation. At the same time, many communities in the region remain disconnected from these well paid career pathways.

This program is designed to bridge that gap by building a coordinated pipeline that connects students and job seekers from disadvantaged communities to debt free training, industry recognized certifications, and direct employment opportunities. Through partnerships with education institutions, community organizations, and maritime employers, the initiative focuses on identifying high demand careers, aligning training with real workforce needs, and removing barriers to entry through scholarships and wraparound support. The long term goal is to create a scalable workforce model that supports regional economic growth while ensuring the benefits of the Blue Economy are broadly shared.

As the program develops, it will expand to serve students, veterans, and career changers while helping employers build a reliable talent pipeline for emerging maritime sectors including shipyard trades, port electrification, vessel retrofits, and ocean technology.

As part of the program’s launch, the first cohort of participants will begin the Maritime Workforce Equity Pipeline. Participants in this cohort will receive tuition scholarships along with wraparound support services designed to remove barriers to participation. These supports may include assistance with transportation, childcare, and other essential needs, ensuring that participants can fully engage in training and successfully transition into maritime careers.

Training for the cohort will be delivered by the Maritime Institute, a nationally recognized maritime training organization with extensive experience preparing entry level mariners and maritime workers for industry careers.

The cohort will participate in a Shipyard Bootcamp, an immersive training experience introducing participants to the fundamentals of maritime work including safety practices, core shipyard skills, and pathways into maritime careers. The curriculum also integrates Environmental, Regulatory, and Blue Economy Awareness, helping participants understand the environmental and regulatory context of shipyard operations, recognize how climate and clean energy policies are reshaping maritime jobs, and build awareness of emerging ocean technologies and their relevance to future careers.

Insights gathered from this first cohort will also help strengthen and expand the Maritime Workforce Equity Pipeline, ensuring that it becomes a durable and scalable pathway into the Blue Economy workforce.

The TMA BlueTech Shipyard Bootcamp is a five-week, debt-free training program that prepares local residents for entry-level shipyard careers and connects you directly to waterfront employers with strong growth potential. Find out more by exploring the requirements and get accepted today.

    • General Shipyard Laborer​

    • Firewatch​

    • Marine Electrician Helper​

    • Rigger / Material Handler​

    • Cable Runner / TerminationAssistant

    • Age 18+​

    • Right to work in the U.S. (citizenship not required)​

    • GED or High School Diploma (in process OK)​

    • English language competency (no formal test required)​

    • Drug test​

    • Background check (case-by-case review)​

    • Physical capability for entry-level shipyard tasks​

    • Full-time availability: 5 weeks, Monday–Friday, 8:00am–5:00pm

    • Lifting 25–50 lbs with proper technique​

    • Standing and moving for extended periods​

    • Bending, kneeling, and working in varied conditions​

    • Working around noise, tools, and industrial equipment with PPE​

To those who qualify the program is free; however, there are a few elements applicants are responsible for.
